Divide 40 mm by the magnification for the exit pupil: 4 mm at 10x, 2.7 mm at 15x, 1.3 mm at 30x. A daylight eye opens to about 2 to 3 mm, so the image stays bright to around 15x; past that it dims, and hand shake grows with every step. The top of the zoom is for a braced elbow or a tripod.
Long eye relief is stated for use with or without glasses; no figure is given.
At 10x it shows the Moon’s craters well. For stars, a binocular such as a 10x50 does more.

Barely. At 30x every tremor is magnified thirty times and the 1.3 mm exit pupil makes the image dim. In practice, 10x to 15x is where a handheld 40 mm monocular works; above that, brace it or use a tripod.
On the Moon at 10x, yes. For stars and clusters, a 10x50 binocular gathers far more light with both eyes.
